Maronite Patriarch Beshara Rai Sunday denounced a recent controversial naturalization decree as unconstitutional and criticized the international community for not encouraging Syrian refugees to return to their homeland. The decree was published in its entirety Thursday by the Interior Ministry after news of its passage emerged earlier in June. Signed in May by the president, the prime minister and the interior minister, the decree granted citizenship to just over 400 people who collectively hold at least 20 different nationalities.
